The Upper Ohio Conservation District (UOCD) Board of Supervisors held its regular monthly board meeting on Wednesday, February 6, 2013, at the UOCD Office, 201 Underwood Street, Tyler County, Middlebourne, West Virginia.

Chairman Fletcher called the meeting to order. Those present recited the Pledge of Allegiance.
Carroll Cumberledge made a motion to adopt the January 1, 2013 meeting minutes as printed. Allen Rush seconded the motion; motion carried.
Bill Gellner made a motion to adopt the January 18, 2013 special meeting minutes as printed. Jim Ash seconded the motion; motion carried.
Ronald Fletcher reported the Post Driver had been picked up with no problems. It will need some repairs.
Financial report was reviewed. Bank statements, Bookkeeper reports and Sage printouts were looked at and initialed by supervisors. Bill Gellner made a motion to accept the Financial reports as presented. Allen Rush seconded the motion; motion carried.
the promissory note with Union Bank was reviewed by Bill Gellner for clarification. It is a variable rate loan and must be paid by 5/9/2039. First payment amount will be for seven years. After the seven years the rate will be revised to the treasury rate at that time, plus 2.9% and will be scheduled for ten years. for the District to make principle only payments, the terminology of “no date payment” must be used, meaning we do not pay interest in advance.
Carroll Cumberledge made a motion for the UOCD office staff to commence with payments for UOCD financial obligations as funds permit. Allen Rush seconded the motion; motion carried.
Jim Ash made a motion to pay the Envirothon registration fee for any teams from our district that participate. Allen Rush seconded the motion; motion carried.
Jim Ash made a motion to donate $25 to the WV Auxiliary. Bill Gellner seconded the motion; motion carried.
A request to support the Tyler County Farm Bureau Annual Farm Awareness Day Dinner to be held March 22nd with a $50 monetary donation, Blank Programs, as well as t-shirts for door prizes was approved on a motion by Jim Ash and seconded by Bill Gellner. Dinner tickets are available for $15.00 each.
Jim Ash made a motion to give $250 to the Women in Ag Day. Elizabeth Higgins seconded the motion; motion carried.
Jim Ash made a motion to give $100 to the WVU Soil Judging Team. Motion seconded by Bill Gellner; motion carried.
Jim Ash made a motion to submit the District Personnel Plan with four District Employees with estimated salaries totaling $60,000 and on part-time office employee funded by WVCA. Motion was seconded by Bill Gellner; motion carried.
Jim Ash made a motion for the UOCD to pay $25 annual dues to the WVACD Auxiliary. Elizabeth Higgins seconded the motion; motion carried.
Area Director Kim Fisher made a recommendation to have an AgEP meeting prior to the next regular meeting. This will give her time to perform spot checks on AgEP folders. Jim Ash made a motion to have a special AgEP meeting to establish policy and procedures. Allen Rush seconded the motion; motion carried. Date and time were set for February 19th at 10:00 am.
AgEP was discussed. The application of Shaun Meckley was approved for three water systems with a maximum cost share of $1700.00 on a motion by Bill Gellner. Jim Ash seconded the motion; motion carried.
Allen Rush made a motion to accept the conservation agreements of Ronald Weese and Steve Wadsworth. Jim Ash seconded the motion; motion carried.
the SPRP sites of Ice/Smith and R. Hicks were discussed. It was noted the R. Hicks site was not eligible. The Ice/Smith Site has been approved by the watershed division, but needs a landowner rights form. It does not appear that contact was made with the actual landowner, but with a neighbor. Tony and Allen are scheduled to review SPRP sites on Monday.
FY14 Budget was discussed at the January meeting. Due to not being on the agenda, no action was taken at that time. Jim Ash made a motion to accept the State FY14 Budget as previously presented. Bill Gellner seconded the motion; motion carried.
Ron Fletcher had checked on pricing for a Jumping Jack Tamper. After further discussion, general consensus was that none was needed at this time.
Allen Rush made a motion to transfer $9215.00 from the Equipment Account to the General Funds Account to replace the funds spent for the wood chipper and the post driver. Motion seconded by Bill Gellner; motion passed.
Allen Rush made a motion to send a LOR to cover the cost of the bookkeeper for two quarters. Motion seconded by Bill Gellner; Motion passed.
Preparations for the UOCD Land Judging were talked about. The Land Judging competition will be held on the farm of Allen Rush. May dates were discussed. Need to contact Jared Beard to confirm a date with him.
County Conservation Farm selections were discussed and will also remain on the March Board Meeting Agenda. Possible choices are John Smith in Pleasants County; Darlene Morgan or David Price for Tyler County; and will have to research information for Wetzel County.
Rates were discussed for the post-driver. The post driver will only be rented out with our crew.
Lauren Hobbs introduced the topics of an outdoor classroom, nature trail and community garden located near the UOCD office. This would be a good opportunity to publicize UOCD and NRCS names and services to the community. This would be an chance to involve area youth groups, such as FFA, 4-H, Girl Scouts, Boy Scouts and other groups as interest grows.
Bill Gellner made a motion to issue a check Scholarship recipient, Bethani Chambers. Motion seconded by Jim Ash: motion passed. New Scholarship applications will be reviewed at the April meeting.
Kim Fisher reported to supervisors that Area Directors were performing spot checks on AgEP files in all districts. non allocated funds are getting low; it is necessary to be very, very careful when allocating funds now. Kim reported that a selection had been made to fill the vacant position of Matt Gadd; but the background check has not yet been received. We will be kept informed of the situation.
EWP training is in the early stages of planning. She will keep supervisors up to date on this.
State Conservation Committee meeting will be April 16th, at 10:30. Usually there is a follow up meeting on the following day. Kim will let us know for sure on the date and time so supervisors will be able to join in.
Kim reminded Supervisors to submit travel and per diem monthly.
Fisher reported to supervisors that March 2oth is Ag Day at the Capitol. Please mark your calendars and get displays ready.
Strategic Plan meetings are ongoing. We should receive a draft soon.
Mandatory Staff Meetings are scheduled for April 29th and 30th at Camp Dawson.
