Public meeting scheduled to discuss New Creek 17 dam rehabilitation

 

A public meeting will be held on Wednesday, August 14, at the Davis Conference Center at Potomac State College in Keyser to discuss the rehabilitation of the New Creek Site 17 dam in Mineral County.

The public meeting will begin at 4 p.m. and run until 6:30 p.m.

Deficiencies at the dam currently include the lack of sound defensive measures to reduce, filter and discharge seepage, inadequate slope stability and concerns regarding the integrity of the dam's auxiliary spillway.

New Creek Site 17 dam is located approximately 6.5 miles south of the city of Keyser and was built in 1960. New Creek Site 17 is one of nine dams within the New Creek Watershed flood control system.

The WVCA will partner with the USDA-Natural Resources Conservation Service through a federal cost-share program to address the current dam design safety and engineering criteria and performance standards.

The dam rehabilitation will include the following: placement of a blanket and toe drain system on the downstream embankment, flattening of the downstream embankment slope, extension of the principal spillway conduit and reconstruction of the plunge pool, addition of a filter diaphragm at the principal spillway conduit, and the addition of a roller-compacted concrete cutoff wall within the auxiliary spillway to account for a potential breach.

The benefits of the proposed rehabilitation include: reduction in the potential for loss of life by reducing the possibility of dam failure, preservation of the 500-year level of flood protection for residents, businesses and other buildings and infrastructure downstream, protection of real estate values and a new service life of 100 years for New Creek 17.

The West Virginia Conservation Agency has completed a Supplemental Watershed Plan and Environmental Assessment (Plan-EA) to consider dam improvements and potential environmental impacts at and around the dam site. Environmental impacts at the site are expected to be minimal.
