Call to Order

The meeting was called to order at 9:36 am by chairman John Pitsenbarger. The Pledge of Allegiance was led by Debbie Hamric.

Introduction

Everyone introduced themselves.

Agenda

Keyota Jarvis moved to accept the agenda as presented. Linda Brown seconded the motion, motion carried.

Minutes

Draft minutes from the April 28, 2026, meeting were distributed to the supervisors to review. Larry Greynolds made a motion to approve the minutes of  meeting as presented, Debbie Hamric seconded the motion, motion carried.

Treasurers Report

Linda Brown moved to accept the Treasurers Report and file for audit. Debbie Hamric seconded the motion, motion carried.

Payment of the Bills

Linda Brown made a motion to pay the bills presented in the  amount of  $2,433.15 Keyota Jarvis seconded the motion, motion carried.

Old Business

• Dylan Johnson gave an update on the Salt Lick Rehab Project.
• Dylan gave a Land Judging Competition update.
• Johnny King updated the group on the Smart Farms project.

Debbie Hamric made a motion to pay Samuel Wayne $4,000.00for the completion of Smart Farms project, Linda Brown seconded the motion, motion carried. Linda Brown made a motion to pay the other Smart Farm Grant Projects upon completion, Debbie Hamric seconded the motion, motion carried.

• Debbie Hamric made a motion to transfer the control of the dams by  June 12, 2026, required date, Linda Brown seconded the motion, motion carried.
• Linda Brown made a motion to request funds for reimbursement of the supervisor’s time for work on the Saltlick Rehab Project, Keyota seconded the motion, motion carried.
• Larry Greynolds made a motion allowing John Pitsenbarger to sign  Amendment #1 to master service agreement dated September 24, 2024, between GFT Infrastructure, Inc. and the Elk Conservation Agency.

New Business & Correspondence

• Bradley Meadows appeared before the board to request a weather station for his farm. Andy Sentz from NRCS will help him get in touch with the proper organization to help him.
• Larry Greynolds made a motion to approve the FY 2027 AgEP practices for Elk Conservation District. Debbie Hamric seconded the motion, motion carried.
• Debbie Hamric made a motion to advertise for the vacant supervisor seat in Clay County. Linda Brown seconded the motion, motion carried.
• President John Pitsenbarger appointed Clark Mollohan and Linda Brown to serve as the Nomination Committee.
• Larry Greynolds made a motion for ECD to join WVACD and pay the $5,000.00 dues. Mike Smalley seconded the motion, motion carried.
• Andy Sentz reminded the ECD that they have hand cranks and wheels that control the dams. There was discussion on who the district should give them too.
• Larry Greynolds made a motion for the ECD to write a letter in regard to the Don Jarvis Park being the official name of the Clay Park. Linda Brown seconded the motion, motion carried.

Reports

Reports were given by : OM&R, WVCA District Operations Manager, WVCA Conservation Specialist, WVCA State Committee, WVACD,  SWA, WVU/WVSU Extension, WVDOF, NRCS and ECD Supervisors.

Adjournment

Keyota Jarvis made a motion to adjourn the meeting at 12:09 pm. Larry Greynolds seconded the motion. John Pitsenbarger, Chairperson, closed the meeting. At 11:41 am.
