EPCD COmmitte Meetings 07/17/19 - 7/11/19

The EPCD will be holding a meeting of the Forestry Meeting July 17, from 4 pm - 6 pm. and an Equipment Committee Meeting at 6:30 pm.  The meetings will be held at the USDA Service Center Conference room located at 151 Aikens Center,  Martinsburg WV.



Chesapeake Bay Program Sign up Begins June 3 closes on Aug 26, 2019 - 5/31/19

Chesapeake Bay Program

Applications will be accepted for these practices from June 3 through August 26, 2019.

Practices will be approved based on ranking and available funding.

Cover Crops: Must follow a row crop.  Producers are eligible for up to 100 acres.

 Cost share rates are as follows:

  •  $60/ac. by October 4th, must report the planting to the office by Oct. 7.
  •  $50/ac. by October 18th, must report the planting to the office by Oct. 21.
  • $40/ac. by November 8th, must report the planting to the office by Nov. 11.

Anything reported after these dates will move to the next planting date payment if planted. Anything received after Nov. 11, will not receive a payment.

Heavy Use Protection Area – The stabilization of areas frequently being used by livestock and/or vehicles. Can be used for the following: Livestock watering areas, livestock trail and walkways, loading and unloading areas, and post-harvest processing areas.

  • Flat rate of $1.06/sq. ft., not to exceed $4,000 per producer per fiscal year.
  • Practices must be completed by December 13, 2019.

Stream Protection (livestock exclusion): The permanent exclusion of animals from a stream.

  • Cost share is 90%, not to exceed $8,000 per fiscal year.
  • Must have livestock in stream to qualify.
  • Practices included fencing, watering systems, stream crossing, and riparian buffers.
  • Practices must be completed by December 13, 2019.

Rotational Grazing Fence (Fencing and watering trough): The installation of new fence to facilitated handling, movement and feeding of livestock in a rotational grazing pasture environment.

  • Cost share is up to $5,000 per fiscal year.
  • Must have perimeter fence already installed to qualify
  • Must be building new fence, to start a rotational grazing system.
  • Must have livestock to qualify. Practices included fencing, watering systems and pipeline.
  • Practices must be completed by December 13, 2019.

AGRICULTURE ENHANCEMENT PROGRAM

Applications will be accepted for these practices June 3 through August 26, 2019.

Forage Re-Seeding (Hay and/or Pasture): The method of re-establishing adapted and/or compatible species, varieties, or cultivators of herbaceous species suitable for pasture and/or hayland. Planting dates are August 15 through September 30, 2019.

  • Flat rate of $65/acre. Eligible up to an accumulative of 75 acres of hay and pasture.·Soil tests are required to apply. Test must be less than 3 years old.
  • Field is ineligible if:  
  • If pH is less than 5.6
  •  If P levels are below: 12 lbs./ac, 6 PPM or 28 lbs./ac of P20
  • If K levels are below: 76 lbs./ac, 38 PPM or 92 lbs./ac of K20.

Hay and/or Pasture Establishment:  The method of establishing adapted and/or compatible species, varieties, or cultivators of herbaceous species suitable for pasture and/or hayland. Planting dates are August 15 through September 30, 2019.

  •  Flat rate of $125/acre. Eligible up 50 acres.
  •  Must be a row crop, cannot be previously in hay or pasture ground.
  • Must be maintained as hay and/or pasture for a 5 year lifespan
  • Soil tests are required to apply. Test must be less than 3 years old.

· Field is ineligible if: Same as Forage Re-Seeding requirements as stated above.

Critical area planting: Act of establishing permanent vegetation on areas that have high erosion rates, areas with physical, chemical, or biological conditions that prevent the establishment of vegetation under normal conditions. 

  • Flat rate of $65/acre. Eligible up to 2 acres.
  •  Planting dates are August 15 through September 30, 2019.
  • Provide incentive for the maintenance of cropland, hayland, pastureland, vegetables and/or orchard.
  • Cost share is 50% not to exceed $20 per ton.
  • Not to exceed 75 acres per producer per fiscal year (July to June).
  • Soil test is needed to apply. Test must be less than 3 years old.
  • Practices must be completed by December 13, 2019.

EPCD Special Project Fund:

Agriculture Livestock Roof Runoff Management

Roof Runoff Management: Assistance with installing roof runoff structures on existing agricultural livestock structures.  The practices will include gutter, downspout, underground outlet, and, if needed, fascia board on two sides of the building.  A concrete slab will replace concrete if it was removed to properly direct the outlet pipe away from structure.

  • Must be installed on an agriculture livestock structure.
  • Cost share is up to $2,000 w/o fascia board or $2,500 with fascia board.
  • Must follow NRCS design and standards.
  • Practices must be completed 6 months after you receive your design.
